Two Federal laws, the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act (Section 504), require educational institutions to provide equal opportunities to people with disabilities in all their operations, including equal opportunities to participate in and benefit from online services, programs, and activities. This includes taking appropriate steps to ensure that communications with individuals with disabilities are as effective as communications with others, including providing appropriate auxiliary aids and services. Auxiliary aids and services include open and closed captioning, and accessible electronic and information technology, among other methods. Likewise, Section 504 provides, in part, that no otherwise qualified individuals with a disability shall, solely by reason of their disability, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
